Operating within the complex landscape of local government — balancing financial pressures, political shifts, and diverse community needs — Northern Beaches Council required a unified strategic direction.

To achieve this, Rebecca facilitated a comprehensive engagement process for the Chief Executive Team and Executive Managers, moving from targeted interviews to a series of high-impact workshops.

Rotary South Pacific

Bringing together 18 leaders from across Australia, New Zealand, and the Pacific Islands, the newly formed Service Projects & Programs (SP&P) team faced a significant challenge: delivering a complex cross-regional portfolio without any shared history or established ways of working.

Engagence was commissioned to bridge this gap, designing a facilitation process that simultaneously built psychological safety and strategic clarity. By utilising CliftonStrengths diagnostics as a foundation, we helped the team map their collective talents — identifying strong execution capabilities while proactively addressing gaps in influencing themes as a design constraint rather than a deficit.

The engagement transformed a group of strangers into a high-trust leadership body with a unified action plan, establishing a formation process now referenced within the Zone as the benchmark for building effective cross-regional teams.

For the City of Sydney’s Emerging Civic Leaders—a cohort preparing to step into significant public-facing roles—we designed a development pathway centered on leadership identity and professional confidence.

Using CliftonStrengths and self-leadership frameworks, we equipped these aspiring leaders with the tools to articulate their unique value and apply their strengths strategically. This focus on individual capability created a strong foundation for the next phase of our work: advancing the Social Programs Team.
